Tax free idea - more details.
Don't clutter up the PFD application web site.
idea presented on the previous (main) page stated that there should be
a check-off box on the Permanent Fund Application that states (with a
whole bunch of legalistic words) that the applicant does not
want to apply for the dividend at this time but is only requesting that
an amount equal to the dividend (when it is determined in early
September) be transferred to a "Reconsideration Account"
the applicant can go to the "Reconsideration Account" web site between
Sep. 10 and Sep. 20 and decide if he wants to change his mind and apply
for the juicy dividend after all (or not).
- Another bunch of words explains some other choices and what happens if the applicant makes no choice at all.
All of those words should not be on the main PFD application page - cluttering it up.
All these words about a "Reconsideration Account", etc. should be on a different web page.
only thing on the main PFD application web page should be a little
doorway (a check box or link) that allows a person to go to this new
web page where they will find more information.
Little "doorway" that leads the "Pick Click Give" world.
On the 2016 PFD application there are 2 little check boxes that say:
a person clicks on the "Yes" selection, they will then see a new web
page that explains about all the charities and organizations that they
can donate part of their future PF dividend to.
- "Yes, I want to Pick. Click. Give."
- "No, I do not want to Pick. Click. Give"
Proposal: Little "doorway" that leads to info about the budget deficit.
So on the main PFD application web page, there could be a little check box that says:
If a person clicks on the above "1976
/ budget gap" check-box, they will then see a new web page on their
computer screen that shows the 1976 Amendment, the size of the budget
deficit and an explanation about the "Reconsideration Account", etc.
I want to look at the 1976 amendment to the Alaska Constitution that
created the Permanent Fund, and see what can be done to help close the
This new web page (I'll call it the "1976 / budget gap" web page) will list the applicant's various options:
A disclaimer could be posted:
- I want the dividend - send me back to the main PDF application page.
- I do not want the dividend at this time, but would like that amount of money set aside in case I change my mind later.
- Other options at the next stage (at the "Reconsideration Account" web site) will be explained.
"Federal income tax ramifications have not necessarily been established for various options."
disclaimer will prevent the state from being blamed if this "tax free"
idea turns out to be not so tax free. But the idea should be tried and tested. It
can be fine tuned later if need be.
